Before you hand it over

A bag is luggage, not a restraint. What the federal aviation administration asks for is separate and specific: the safest place for a child under two on a US airplane is an approved child restraint system in its own seat rather than a lap, and the seat has to carry the line "This restraint is certified for use in motor vehicles and aircraft" printed on it. Read the manual before you fly, because a seat that cannot be secured properly in an airplane seat is one you may be asked to check as baggage. And when it comes back off the belt, look at it. The national highway traffic safety administration draws its line between a crash you can keep a seat after and one you cannot partly on whether there is visible damage to the seat; a bag keeps grease and rain off a shell and gives a handler something to hold, and it does not certify what is inside it.
