The bag is not what makes the seat safe. It is what stands between a moulded shell and a conveyor belt, a wet apron and whatever gets stacked on top of it in a hold. What the federal aviation administration asks for is separate and specific: the safest place for a child under two on a US airplane is an approved child restraint system in its own seat rather than a lap, and the seat has to carry the line "This restraint is certified for use in motor vehicles and aircraft" printed on it. Read the manual before you fly, because a seat that cannot be secured properly in an airplane seat is one you may be asked to check as baggage. And when it comes back off the belt, look at it.
